NewsFederal changes to NWT Act get mixed reviews
Yellowknife, N.W.T. - Western Arctic MP Dennis Bevington called the portion of the federal bill that amends the Northwest Territories Act "retrogressive". The amendments are part of the lengthy budget implementation bill and give the federal cabinet the ability to make regulations around territorial borrowing. Bevington said that they are setting it up so that the cabinet can make any regulation that it wants. "This bill gives us the power...gives the cabinet the power to set the regulations as we see fit. It doesn't have any consultative processes attached to it. It doesn't have processes that would give any input from the three territorial governments into these regulations,” said Bevington. Department of Finance's Sandy Kalgutkar said the changes are good from a fiscal planning perspective. "What the proposed amendments do do are provide some much needed clarity to what constitutes borrowing for the NWT," said Kalgutkar.
